Felicia is an Institute for Human Resource Professionals (IHRP) certified Senior HR Professional with over 20 years of experience in human resource management. She holds a Bachelor of Commerce in Management and Human Resource Management and leads HNF’s people strategy, talent development and organisational culture.

Ms Sherine Kerk | Date of Appointment Since: 10 September 2025

Sherine has close to 20 years of experience in audit and accounting, including over eight years in the charity sector. She is a Chartered Accountant with ISCA, holds a Diploma in Social Service, and leads HNF’s financial governance and stewardship.

Ian has over 15 years of experience in healthcare operations, strategic planning and business development. He holds a Bachelor of Business and leads operational excellence and innovation initiatives that strengthen HNF’s service delivery and organisational performance.

Ms Regina Ong | Date of Appointment Since: 26 February 2026

Regina has over 25 years of experience leading information technology programmes and digital transformation, including more than 10 years in public healthcare. She holds a Master’s in Information Studies and oversees HNF’s technology strategy and digital capabilities.

Moses has over 15 years of experience in communications, marketing, fundraising, business development and community engagement across the private, public and social service sectors. He holds a Bachelor’s degree in Communication Studies and leads HNF’s communications, partnerships and development.

Ying Ying has over 13 years of experience in medical social work and community care, specialising in geriatric and dementia care. She holds a Bachelor of Arts and Social Sciences (Social Work) and leads HNF’s social welfare services.

Daniel brings extensive leadership experience in Singapore’s eldercare sector, specialising in community care, operational excellence and change management. He holds Master’s degrees in Applied Gerontology and Industrial & Systems Engineering and leads HNF’s senior care services.

Dr Ng Wai Chong is a community aged-care physician with extensive expertise in primary care, healthy ageing and caregiver support. He is Founder-CEO of NWC Longevity Practice and provides strategic leadership for HNF’s clinical development and care excellence.

Ms Chiang Jiarong | Date of Appointment Since: 1 July 2021

Jiarong is a physiotherapist with more than 10 years of experience in rehabilitation and therapy services. She holds a Bachelor of Health Science in Physiotherapy and leads HNF’s Home Therapy and Day Rehabilitation teams in delivering quality, person-centred care.

Senior Nurse Clinician (Advanced Practice Nurse)

Precilla is an Advanced Practice Nurse with a Master of Nursing, Bachelor of Science (Nursing) and Advanced Diploma in Nursing (Medical-Surgical). She provides advanced clinical leadership and specialised nursing care to support quality patient outcomes.
